Frank Hawkins, BS - Consortium Co-Chair
Frank has been with AIDS Delaware for 18 years where he serves as the Director of Advocacy and Community Engagement. Frank has implemented many programs to reach various populations in the City of Wilmington. Frank has received many commendations and awards for his work with HIV. He has been featured in many publications for the work that he is doing to halt the spread of HIV. One of his more notable programs is the "Do The Right Thing 4LIFE" program, which targets barbershops and beauty salons in the City of Wilmington to reach the African-American community.

Additionally, Frank coordinates annual events for youth. Each year he conducts a HIV Forum, usually held in conjunction with World AIDS Day, to provide youth with information to help them self from becoming infected with HIV. Delaware Teen Idol is a program for youth to display their creative talents through rap, singing or poetry. Each year the event culminates at the DuPont Theatre. The slogan for this event is “Be in the SPOTLIGHT for the right reason”.
Frank is very passionate about the work he does and especially helping others. Part time Frank works for the YMCA Resource Center as the Program Specialist for the Alcohol Drug Prevention program and Back on Track program. Frank has educated many youth on the dangers and effects of alcohol, other drugs and other risky behaviors.

Christopher C. Moore, BA, LSSGB
Christopher is the Senior Manager, Community Health, for Christiana Care Health System’s Department of Family and Community Medicine. Mr. Moore has oversight of staff, programming and evaluation for the department’s grant-funded initiatives which aim to improve the public health across the lifespan. These programs include the Alliance for Adolescent Pregnancy Prevention, one of two largest statewide providers of evidence-based reproductive health education; Camp FRESH, a nationally recognized program for urban youth; and Christiana Care’s Health Ambassador Program, which provides access to education and resources for new and expectant mothers. In addition, he is a senior leader for the 15 Christiana Care School-Based Health Centers. Mr. Moore also co-leads two of the health system’s integrated practice teams; one of which is focused on LGBT patient health equity, the other on increased access to long-acting, reversible contraceptives.
A graduate of the University of Delaware, Mr. Moore served as an AmeriCorps Public Ally for two terms before joining Christiana Care full-time in 2008. He is the current Co-Chair of the Wilmington Teen Pregnancy Council and represents Christiana Care on the State of Delaware’s Teen Pregnancy Prevention Advisory Board. He is also Co-Chair of Delaware Pride Council, which advocates for equality in schools for LGBTQ youth.
Mr. Moore is a proud member of Delaware’s sexual health education and research community, often pairing with community colleagues to provide lectures, trainings and professional development sessions on topics ranging from accessing reproductive health services, to understanding the impact of sexually explicit media. In addition, he has been collaborating with colleagues from the University of Delaware since 2014 on a robust, mixed-methods evaluation of the Wise Guys Male Responsibility curriculum, the results of which has been presented at the national level.
Mr. Moore has been published in the The Review, Delaware Today, the Delaware Journal of Public Health, The Journal of Women’s Health, the Journal of Sexual Health, and the Journal of Specialists in Pediatric Nursing, among others.
